Green indicates the port has power and it is safe to scan with any diagnostic tools, even the VAG-1552/1552 which has no protection on the K-Line. 

Red indicates the K-Line is shorted 
to +12V -- a condition which can "kill" a VAG-1551/1552!   Repairs to these machines cost hundreds of dollars!
